Central Coast Collaborative on Homelessness (C3H)

 

The Central Coast Collaborative on Homelessness (C3H) will harness all resources available to reduce the number of people experiencing homelessness, as well as minimize the impacts of homelessness in Santa Barbara County. The Central Coast Collaborative on Homelessness is a county-wide agency that works in partnership with a broad group of service providers and stakeholders, including government agencies, non-profit organizations, healthcare providers, business leaders, foundations, faith communities, and volunteers.

C3H has an annual operating budget of approximately $400,000. Current funding partners include the County of Santa Barbara, Santa Barbara Cottage Hospital Foundation, Dignity Health, Wilshire Community Health, the Cities of Santa Maria, Lompoc, Buellton, Goleta, Santa Barbara, and Carpinteria, the Housing Authorities of the City and County of Santa Barbara, Social Venture Partners, and private donations.


C3H Structure

Policy Council: Elected officials representing the County of Santa Barbara and the cities of Santa Maria, Lompoc, Buellton, Goleta, Santa Barbara, and Carpinteria meet every other month to direct C3H activities and support the allocation of public resources to address homelessness in Santa Barbara County.

Executive Committee: Members are appointed by the Policy Council, and are responsible for the day-to-day operation of C3H, generating a draft budget for approval by the Policy Council, development of Policy Council meeting agendas, identification of annual key deliverables, and oversight of the C3H Executive Director.

Executive Director: The C3H Executive Director supervises the C3H staff, manages the budget, and implements decisions made by the Policy Council and Executive Committee.

Director of Regional Coordination: The C3H Director of Regional Coordination oversees the regional efforts across the county and assists the C3H Executive Director in supervision of the staff. The Director of Regional Coordination is primarily located in North Santa Barbara County and directly supervises the C3H Santa Maria 10 Now Team Leader.

South Santa Barbara County Regional Coordinator: The C3H South Santa Barbara County Regional Coordinator is responsible for management of C3H regional work in Isla Vista, Goleta, Santa Barbara, and Carpinteria. The South Santa Barbara Regional Coordinator also directly supervises the C3H Santa Barbara Coordinated Outreach Team Leader.

Coordinated Outreach Team Leaders: The C3H Coordinated Outreach Team Leaders provide management of a coordinated outreach team as well as direct service to homeless clients.


Regional Coordination

C3H works with community partners in seven regions: Santa Maria, Lompoc, Santa Ynez Valley, Isla Vista, Goleta, Santa Barbara, and Carpinteria. In each region, members of nonprofit organizations, city staff, county officials, law enforcement officers, business leaders, healthcare providers, volunteers, and homeless advocates work together to identify and address local needs and gaps in services.


Coordinated Outreach Teams

These teams work collaboratively with local stakeholders and professional service providers to connect people experiencing homelessness in the region with permanent housing and to reduce the impacts of homelessness in the region by providing intensive case management. C3H operates a coordinated outreach team in Santa Maria, Lompoc, Isla Vista, Goleta, Santa Barbara, and Carpinteria.
